Qin Yong said that during the 13th five-year plan period, China was facing the severe challenge of international scientific and technological competition and the urgent need for scientific and technological innovation from the new economic normal. China prepared special development plans for high-tech fields such as energy, information, space, manufacturing, transportation, materials, and modern service industries, and would build a batch of national strategic platforms for scientific and technological innovation, including the start-up of the construction of national laboratories and the layout of a batch of national technological innovation centers.
